The second TMP Workshop, held at the Anwar Gargash Diplomatic Academy in Abu Dhabi on 9–10 April 2025, brought together leading experts and policymakers from the Middle East, Asia, and Europe to examine how Tech Middle Powers can adapt and cooperate in a period of intensifying geopolitical turbulence.

The workshop combined policy discussions with book-development sessions for the forthcoming volume Workarounding: The Rise of Tech Middle Power Cooperation in a Turbulent World. Participants explored national approaches to innovation, economic security, and industrial policy, while identifying opportunities for practical collaboration across the emerging Middle East–Asia–Europe nexus. The discussions highlighted new pathways for joint work in areas such as AI, cyber, semiconductors, energy transition, and digital connectivity—including the potential of a ‘digital IMEC’ as a platform for cross-regional partnership.
