Middle powers from India to Israel are pursuing small, issue-based partnerships outside the confines of formal institutions. On the sidelines of the United Nations General Assembly, the foreign ministers of India, France, and the United Arab Emirates drew up a trilateral strategy. Each already had strong bilateral ties, so they agreed to pursue a broader group partnership. India and France are part of a similar endeavor to forge a common agenda with Australia.
